About Empower

The Empower Program is a multi-state small business development program designed to help growth-stage entrepreneurs and firms strengthen operational capacity and readiness for government contracting and next-phase opportunities. Led by the California Asian Pacific Chamber of Commerce, the program helps entrepreneurs in overcoming business challenges, strengthening operations, and preparing for long-term growth through resources specifically focused on grants, loans and capital readiness. Applications are now open for small business owners in eligible states who are ready to take the next step in growing their business.

Eligibility

Small business owners and entrepreneurs who operate in an eligible state: Arizona, California, Colorado, Hawaii, Nevada, New Mexico, Oregon, Washington, Connecticut, Delaware, Maine, Massachusetts, New Jersey, New York, Rhode Island, Vermont, Illinois, Maryland, Michigan, Minnesota and Wisconsin.
